The lottery is where the drafting order is determined. Only those teams that didn't make the play-offs are the only ones allowed to participate to give a fair chance for number 1 overall. Of course the worst team gets the best chance and more lottery balls which means the Bobcats have the highest percentage of getting the top overall pick for having the worst record in the league. Drafting is the actual picking of players for all teams. The Bulls being the best team in the regular season picks last.
